FIFTH RESOLUTION TO ACQUIRE AN ELEMENTARY SCHOOL SITE IN NORTH PORTDescription On October 5, 2010, the Board approved the First Resolution, authorizing the acquisition of numerous small parcels for a future elementary school in North Port. This Fifth Resolution approves the fourth batch of contracts for this acquisition.

10. APPROVAL OF THE MEMORANDUM OF UNDERSTANDING BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND THE SCHOOL DISTRICT OF MANATEE COUNTY, FLORIDADescription
The purpose of this Memorandum of Understanding is to delineate the relationship and responsibilities of the School Board of Sarasota County and the School District of Manatee County, and to outline the conditions, responsibilities of the parties, and the services to be provided by each Board in regard to the Adults with Disabilities Grant Program, State of Florida Specific Appropriation 30, beginning with the 2010-2011 Funding year.
During the term of this Agreement, the School Board of Sarasota County and the School District of Manatee County agree to provide those specific program services as described in the Adults with Disabilities Grant Program and in accordance with the terms set forth and requirements, conditions, and instructions contained in the Grant. Funding under this Agreement shall be utilized for the purpose of providing reasonably necessary program services as defined by the School Board and School District for the exclusive benefit of the clients described in the Adults with Disabilities Grant Program.

11. APPROVAL OF THE CONTRACTED SERVICES WITH VISCOM AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDADescription This contract provides for interpreting services for hearing impaired high school students throughout the district. This contract in the amount of $50,000 is in excess of the $50,000 limit, which requires School Board approval.
Recommendation That the contract with Viscom and the School Board of Sarasota County, Florida, for interpreting services for hearing impaired high school students throughout the district be approved.

12. APPROVAL OF THE LAURA BUSH FOUNDATION FOR AMERICA'S LIBRARIES GRANT PROPOSAL TO THE LAURA BUSH FOUNDATION FOR AMERICA'S LIBRARIES FOR BOOKER MIDDLE SCHOOL MEDIA CENTERDescription COMPETITIVE: Grant funds of $5,600 will allow the Booker Middle School Media Center to purchase approximately 80 Playaway devices and their accompanying books. These devices will be used by struggling, reluctant and below level readers to improve their comprehension, fluency, vocabulary and decoding skills. This activity will contribute to the Booker Middle School improvement plan by contributing to the level of learning gains and reading proficiency among our students.

The bid of Trademark Metals Recycling, LLC, was the best bid meeting the advertised specifications. This bid is for a period of two years with the option to renew for two additional one-year periods. These services will generate revenue for the District.

APPROVAL OF CONSTRUCTION MANAGER'S PRECONSTRUCTION SERVICES CONTRACT FOR THE LAUREL NOKOMIS SCHOOL-HVAC RENOVATION PROJECTDescription The project's scope of work shall include replacement of the complete HVAC system and renovation of all affected spaces. On 1/4/2011 (Item #31), the School Board authorized negotiations with this company. On 1/12/2011, the Director of Construction Services and a member of the Professional Services Selection Committee (PSSC) met with a representative from Tandem Construction, to negotiate a contract for this project. This contract covers the pre-construction portion only for this project. The contract for construction will be negotiated separately at a later date. This contract amount is $38,400.00. These contract documents have been approved by the School Board attorney and are available for review at the Construction Services Department. The construction budget is approximately $10,000,000.00. Funds for this project are available in the capital budget account.

That the construction manager's preconstruction services contract for the Laurel Nokomis School - HVAC Renovation project be approved as presented.
27. APPROVAL OF COMMISSIONING AGENT'S CONTRACT FOR THE BOOKER HIGH SCHOOL-REBUILD PROJECTDescription
The project's scope of work shall include commissioning services for the reconstruction of the Booker High School campus buildings. On 6/15/201 (Item #48), the School Board authorized negotiations with this company. On 1/11/2011, the Director of Construction Services and two (2) members of the Professional Services Selection Committee (PSSC) met with a representative of Affiliated Engineers, Inc. and successfully negotiated a contract. The amount of this contract is $160,000.00. These documents have been approved by the School Board attorney and are available for review at the Construction Services Department. Fund for this project are available in the capital budget account.
Recommendation That the commissioning agent's contract for the Booker High School - Rebuild project be approved as presented.
28. APPROVAL OF CONSTRUCTION MANAGER'S PRECONSTRUCTION SERVICES CONTRACT FOR THE SARASOTA MIDDLE SCHOOL-RENOVATION PROJECTDescription The project's scope of work shall include replacement of the complete HVAC system and renovation of all affected spaces. On 1/4/2011 (Item #32), the School Board authorized negotiations with this company. On 1/11/20111, the Director of Construction Services and a member of the Professional Services Selection Committee (PSSC) met with a representative from Jon F. Swift, Inc. to negotiate a contract for this project. This contract covers the pre-construction portion only for this project. The contract for construction will be negotiated separately at a later date. This contract amount is $38,500.00. These contract documents have been approved by the School Board attorney and are available for review at the Construction Services Department. The construction budget is approximately $10,000,000.00. Fund, in the amount of $2,000,000.00 for this project are available in the capital budget account.

29. ACCEPTANCE OF CONSTRUCTION SERVICES' PROJECT(S) COMPLETION AND APPROVAL OF FINAL PAYMENT TO CONTRACTOR(S)Description The substantial completion dates, original and final contract amounts are summarized on the enclosure for ease of review. The Construction Services' Change Order(s) are summarized on the enclosure for ease of review. These change orders collectively total a decrease of $287,760.99 in gross contract dollars.
Included in these change orders are $352,139.23 credits for Direct Material Purchases; the corresponding Direct Material Purchase Orders of $332,254.00 result a net $19,885.23 in sales tax savings.

32. APPROVAL OF SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE MONTH ENDING OCTOBER 31, 2010Description The Superintendent's Financial Statements for the month ending October 31, 2010, does not reflect any unexpected trends at this early stage in the 2010-11 fiscal year. The negative trend in the General Fund is to be expected as the District does not receive their main funding source, property tax revenues, until late November. However, the deficit spending in the General Fund will continue as fund balance has been budgeted to decrease this fiscal year due to State revenue shortfalls and reduced property tax revenues. The Special Revenue Funds show decreases in revenue from the Federal government and expenditures as the District is receiving less American Recovery and Reinvestment Act (ARRA) money in the current year. The Food Service Fund shows an increase in revenue of almost 20% year to date. Both the revenue received from the National School Lunch Program and purchased meals have increased. Expenditures have increased approximately 33% from the prior year. This is expected as the number of meals increases. The Capital Projects Fund reflects monies received from the issuance of the Certificates of Participation, Series 2010A (Qualified School Construction Bonds) and Certificates of Participation, Series 2010B.

APPROVAL OF SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE MONTH ENDING NOVEMBER 30, 2010Description The Superintendent's Financial Statements for the month ending November 30, 2010, does not reflect any unexpected trends at this early stage in the 2010-11 fiscal year. The General Fund has reversed the negative unrestricted fund balance from the prior month with the receipt of property tax revenue. Deficit spending will continue in the General Fund as fund balance has been budgeted to decrease this fiscal year due to State revenue shortfalls and reduced property tax revenues. The Food Service Fund shows a decrease in revenue of approximately 36% in Federal revenue year to date. This is due to the decrease in the funding for the Fresh Fruit and Vegetable Program. The Self Insurance revenues have decreased approximately 46% from the prior year. This is due to the change in the percentage charged to other funds for worker's compensation from 1% to 0.1%. This percentage is anticipated to revert back to its prior level next fiscal year.

Minutes: Board member Shirley Brown stated that she watched the football game between the Packers and the Bears. One of the stars of the game was Sam Shields. He attended Booker High School and graduated in 2006. He attended the University of Miami and was an undrafted free agent with the Green Bay Packers in 2010. He was the star of the game. In his rookie year in the NFL, he played defensive in 14 of 16 regular season games, three playoff games and is expected to play this Sunday in the 2011 Super Bowl. In the final minutes of that game he made the play that won it for the Packers. He had two interceptions, a sack and forced a fumble and is the only rookie in NFL history to do so in a playoff game and only the 5th NFL player to do so since 1982. We graduate great students and great athletes in Sarasota County.
Board member Carol Todd reminded the viewing public that we have children who are out in the morning and are riding their bicycles or walking to their bus stop and to be very careful and watch out for our children because their safety is very important to us.
Board member Caroline Zucker spoke about the science fair that was held last week and she was fortunate enough to be one of the judges at the elementary level which is her favorite as the middle and high school levels are much too advanced for her. Judging the elementary students this year was fantastic. One project was on arthritis. The students did an amazing amount of research. Science is alive and doing well in Sarasota County.
